Shenlong Oxygen Plant
Longling County Shenlong Oxygen Plant is a sole proprietorship enterprise that was approved for construction by the Longling County Development and Reform Bureau on December 20, 2007. The plant covers an area of 3,988 square meters and has a production capacity of 1,440 cubic meters of oxygen per hour. The project will be carried out in two phases: the first phase will have a capacity of 720 cubic meters of oxygen per hour. After the completion and commissioning of the first-phase project, the decision to proceed with the second phase will be made based on market conditions, ultimately achieving a total production capacity of 1,440 cubic meters of oxygen per hour. The total investment for the project is 16 million yuan, with the first phase requiring an investment of 9.529 million yuan. Funding for the project comes from self-financing and loans.
The specific coordinates of the Shenlong Oxygen Plant in Longling County are 98°045′ East longitude and 24°035′ North latitude. The plant is located at Yashi Po, Qiezi Mountain Village, Longxin Township, Longling County. The plant site is 4 km from the Supa River, 16 km from Longxin Township, 24 km from Huangcaoba, 39 km from Longling County, and 135 km from Baoshan City. To the east of the proposed oxygen plant, within 30 meters, lies a steep slope. Below this steep slope is the Qiezi Mountain Reservoir, which is part of the Supa River Hydropower Station. To the south, there is an open space and a hillside; the dam of the Qiezi Mountain Reservoir is 330 meters away. The elevation of the dam is lower than that of the residential and office area. Beneath the dam are a hydropower station and several buildings. To the west, adjacent to the site, is the access road leading to the Supa River Hydropower Station along the Huangnan Highway. This road is 6 meters wide. West of the road lies Qiezi Mountain. To the north, 100 meters away, is the vacant lot formerly occupied by the steel pipe factory. The oxygen plant is conveniently connected via the 6-meter-wide access road of the Supa River Hydropower Station: to the north, it can link up with National Highway 320, providing access to Longling, Dehong Prefecture, Baoshan, and Kunming; to the south, it can connect with the Huangnan Highway, enabling travel to Lincang and Xishuangbanna. Transportation is highly convenient.
The protective distance around the plant site meets the requirements of the "Design Code for Oxygen Stations" and the "Regulations on the Safety Management of Hazardous Chemicals."
The factory currently has 16 employees: 2 engineers, 1 technician, and 4 safety officers. The remaining staff hold various specialized operation certificates (including qualifications for special equipment management, filling operations, inspection, electrical work, and pressure vessel operation), and all personnel are certified and authorized to perform their duties.
The factory is equipped with one air separation unit capable of producing 720 m³/h of oxygen, two 50-cubic-meter cryogenic liquid oxygen storage tanks, two 100-cubic-meter cryogenic liquid oxygen storage tanks, one 30-cubic-meter cryogenic liquid nitrogen storage tank, two liquid oxygen pumps, one liquid nitrogen pump, two air-heated liquid oxygen vaporizers and two liquid nitrogen vaporizers, and one 10×2 oxygen filling unit. It also has one 14.5-m³ cryogenic liquid tanker and one 8-m³ cryogenic liquid tanker. The factory owns over 2,100 oxygen cylinders. On March 9, 2011, the Longling County Shenlong Oxygen Factory changed its registered capital to 28 million yuan. By the end of 2018, the factory’s total assets had reached 43.6 million yuan. Its annual production capacity stands at 5,000 cubic meters of liquid oxygen, 1,700 cubic meters of liquid nitrogen, and 7,300 filled oxygen cylinders per year. The factory’s annual output value is 14.8 million yuan, and it paid over 700,000 yuan in value-added tax, corporate income tax, urban construction tax, local surcharges, education surcharges, and stamp duty.
The factory has always attached great importance to production safety and quality, and regularly conducts training on professional competence and safe production practices. Since the air separation equipment was put into operation in December 2008, no safety incidents have ever occurred, and product quality has met the technical requirements stipulated by national standards.
Our factory currently produces the following main products: liquid medical oxygen, gaseous medical oxygen, liquid industrial oxygen, gaseous industrial oxygen, and gaseous nitrogen for industrial and domestic use. We have introduced advanced domestic equipment and processes, employing a cryogenic oxygen production technology. We strictly adhere to the standards GB/T3863—2008 “Industrial Oxygen,” GB/T8987—2008 “Industrial Nitrogen,” the Second Volume of the 2015 Edition of the Pharmacopoeia of the People’s Republic of China—“Oxygen,” GB8982—98 “Medical Oxygen,” and GB/T4842—2009 “Argon.” Our products are suitable for use in pharmaceuticals, healthcare, metallurgy, industrial and mining enterprises, mechanical manufacturing, processing enterprises, food processing, and other industries.
After undergoing various specialized technical trainings, our factory now has a certain level of production capacity and scale, and boasts a team of highly specialized technical personnel. We have established and perfected—centered around “Technical Standards”—“Work Standards for Each Department,” “Management Systems,” as well as quality assurance organizational structures and systems, ensuring the quality of cylinder inspections.
To ensure the safety of the storage, transportation, and use of various gases, our plant has established a dedicated cylinder inspection station that conducts mandatory inspections—at intervals prescribed by national standards—on seamless cylinders used both within our plant and in neighboring regions and prefectures.

We have established a project leadership team composed of senior experts and industry elites, which is responsible for comprehensively overseeing and guiding the project’s implementation, ensuring that the project stays on track and its progress remains under control. We have set up a Project Management Office, staffed by professional managers, which will be specifically in charge of the day-to-day management and coordination of the project, guaranteeing that all stages run smoothly. At the same time, we have clearly defined the responsibilities of each department—including procurement, transportation, installation, and site management—assigning dedicated personnel to each stage to ensure the smooth execution of tasks. We have also prepared a detailed staffing division chart, clearly outlining the tasks and responsibilities of each team member, thereby ensuring efficient collaboration and joint advancement of the project.
